Brad Livingston founded Residential Wholesale Mortgage, Inc. (RWMI) in 1993, in Del Mar, California.  The company is a full service community mortgage banker that originates, underwrites, funds, and sells residential mortgage notes on the secondary market.  RWMI is a Full Eagle FHA lender that offers conventional, jumbo, and government loans.  They also offer Reverse Annuity mortgages, second trust deeds, home equity lines of credit, construction loans, and have their own commercial division as well.  Annual Loan volume exceeds $340 million per year and RWMI is currently funding approximately 80% of that total volume in house.

Susanne Livingston became a licensed Real Estate Agent in 1983 after graduating from UCLA.  Before working in the lending industry, Susanne was employed by a coastal real estate Broker specialist in Orange County.  She later moved to San Diego, and became a part of R&B Enterprises leasing team, responsible for renting out hundreds of apartments.  In 1986, she was hired as a Wholesale Account Representative by Imperial Bank Mortgage, where she worked for eight years.  During this time, the new division flourished and Susanne structured and pre-underwrote files for her clients.  At the same time she furthered her education by becoming a California Real Estate Broker.  Susanne left the wholesale arena in 1996, because she was frustrated by her inability to affect her clients' files.  She hated the fact that, "As the Bank grew the corporate culture proved ineffective in helping provide solutions for borrowers."  Susanne made the move to join her husband at Residential Wholesale Mortgage, Inc. European Concerns Increase

Increased concerns about Europe helped mortgage rates improve this week, although the impact of the recently passed extension to the payroll tax reduction is beginning to push up mortgage rates for certain loans (discussed below).

The news from Europe was mostly negative this week. Economic growth in Germany was slower than expected. Negotiations on restructuring Greek debt did not progress as planned, increasing the risk of default. S&P is downgrading the debt of several European countries, including France. Finally, the European Central Bank (ECB) provided no relief, as it gave no indication that it would increase the level of aid available to troubled countries. As a result, investors shifted funds to relatively safer investments, including US mortgage-backed securities (MBS), which helped mortgage rates move lower.

The recently passed extension to the temporary payroll tax reduction contained a lightly publicized revenue raising provision to increase the guarantee fees charged on Fannie Mae and Freddie Mac loans. This fee results in higher rates for borrowers, and mortgage rates for loans not expected to close within the next month or so have begun to reflect this coming increase in guarantee fees.
